Indeed, it is. I watched about 17 minutes of that documentary, and it was rather hard for me to understand what the intervewees were saying, although the narrator's voice was very clear.
The fact that this happened in a town dedicated to protecting margainalized kids makes it even worse. :c

Back in the 1990s, in the city of Adelaide in the state of South Australia, for about 6 months a lot of bodies of dead young boys kept being found in rivers. The autopsies discovered that they'd been dead for a long time but the corpses had been previously frozen. There was a large-scale police investigation which began leading all the way to the top of the South Australia state government, with judges, and highly respected wealthy people involved. It was all over the news media as the scandal grew.
Then suddenly one day there was nothing. No further mention in the news media. No mention that the investigations had stopped. They just pretended that nothing had ever been reported.
In Belgium, also in the 1990s, there was a scandal that grew and grew as paedophile rings were exposed by police investigators, with members likely in the very top of the Belgium government, the elite of society... Then again the investigations just stopped. They pretended that only a couple of people were involved, even though their narrative was highly implausible and the surviving victims had publicly spoken about judges, politicians, and rich celebrities molesting them.
In the UK, the same sort of thing as in Belgium, with boys at orphanages, who had been taken to posh parties regularly. Again, the elites involved.
Again, and again, and again it comes out. Always they cover up the true scale and protect the top.

I'd probably do what Duterte in the Philippines does. His policies towards drug dealers are putting the fear of God into them.
