This is Shayla Moth, a fan-made character from the future project called Star Wars: Unity , with 2003 Clone Wars art style, by Genndy Tartakovsky.

Shayla Moth was a female Togruta, from the planet Shili, ruling the faction called Riot Dominium as a mistress of the Riot Inflictor in the times of Third Galactic Civil War when engaging the Imperial Knights in the former brawl for independence. According to her two bodyguards, Prome Krish and Relic Ag, Shayla was beautiful, wise, kind, agile, smart, loving, motherly, compassionate, and deadly, especially she's wielding two red core-bladed lightsabers with curved wavy hilts.
