Do you do your lines on paper or on computer (and, with which tool/software?)

I have to sketch it out with pencil first, then I go back and line it in Photoshop CS4. C: I'm not too experienced with the line/pen tool in there, so I have to use the regular brush tool (so it takes me forever xD).
