This picture is so Ulfric. His expression shows the burden he carries. Being a rebel -- even if your cause is true -- draws a lot of hate because too many people are more concerned with the pleasures of a peaceful and quiet immediate future. I'm sure Ulfric feels misunderstood and unappreciated. How terrible it must be to be labeled a criminal against the very land he loves so dearly.

Hammerfell didn't need the Empire. The Empire abandoned the Redguards out of fear of the Aldmeri. Hammerfell repelled the Dominion on its own.
