Truly beautiful work. Though in my humblest opinion color beats black and white in 90% of the cases - too often b/w is used for the sake of b/w artsy feeling instead of trying to add another layer of art with color. Nature is filled with exceptionally beautiful views in full color, truncating it with b/w is a useful tool, but it is still a diminishing tool.

I disagree. BW focusses on different things than colour. Say an all warm tone creates a warm, soothing setting. BW in this case is imo perfect, because of the theme. Police, strength, authority, her serious expression, "tense" pose. I see other photos where what you mentioned applies, however, in this case, I feel BW is a fantastic choice
