It was meaningless to translate it without explanation.The joke here based on a russian folklore fairy tale about a guest in bear's house who ate all food, broke chairs, slept on bed and run away after being catched by the owners.
Here Bepo is yelling to his captain about stranger, who ate his food and broke his chair. Law reply him to stay calm and leave 'cause he already catched the 'guest'. Kidd is shocked that Law had not told him the owner of a plate he ate from.

^-^ We have the story of Goldilocks- likely based upon this myth, at least here in the USA we do. It's likely when Russian immigrates came here to the USA in the early 1920s they brought this story with them and told it to their children and the neighborhood children and it continued here and spread.
