Yes the scenic background builds a nice story around the picture. I like the sketchy but clean look of your drawing and I hope you continue developing your style in that vein.
The mermaid looks a bit like a Selkie since you gave her dark and spotted seal-like skin. I think she would probably end up becoming the fisherman's wife but in no time would have escaped back to the sea after finding her Selkie skin.
