When an opponent's monster declares an attack: You can change that opponent's monster's ATK to 0. You can only use each effect of "Number 99: Utopia Dragner" once per turn.

Visually, this monster is a combination of "Number 39: Utopia Beyond " and "Number 99: Utopic Dragon ".
This concept is similar to "Number F0: Utopic Future Dragon ", which is a combination of "Utopic Dragon" and "Number F0: Utopic Future ".
This may be a reference to their interaction in Yu-Gi-Oh! ZEXAL episode 146: "Forever ZEXAL ", specifically when Astral activated the effect of "Number 99: Utopic Dragon " to Special Summon "Number 39: Utopia Beyond " from the Graveyard .
