effect:

When your opponent activates a monster effect while you control a Synchro Monster that requires a Synchro Monster(s) as material: Negate the activation, also, after that, Set this card face-down instead of sending it to the GY. You can only activate 1 "Scrap-Iron Signal" per turn.

Because otherwise it'll be too broken to have a free negate each turn. Needing a synchro made synchro was a way to limit it and keep it on theme.

Technically it's not just Accel Synchro, as the Red Dragon Archfiend archetype can utilize this card as well. Red Nova Dragon specifically requires Red Dragon Archfiend in order to be Synchro Summoned, and Hot Red Dragon Archfiends Abyss, Bane, and King Calamity all specifically require a DARK Dragon Synchro Monster in order to be summoned (though Calamity doesn't really need this card since it prevents your opponent from activating card effects of any kind the turn it is summoned, but having it afterward is a nice insurance policy to deal with any pesky effects your opponent's monster might have out on the field). So this card can work for them as well.

I guess to make it more Synchro-oriented? It's actually pretty handy to have if you're running a Synchro deck that uses Synchro monsters that need other Synchros in order to be summoned. While a majority of them don't really need the protection since they have effects that protect them from such harm, this card can be a handy insurance policy to have in the event your opponent is somehow able to negate your Synchro's effect and leave it vulnerable to whatever effect their monster has (though if they try to destroy it using a spell or trap, then you're pretty much screwed unless you have something to handle those). Best of all, you don't have to dump this card after you use it and just place it back on the field face-down. Sure you might not be able to use it again for the rest of the turn. But trust me, it takes quite a couple cards and combinations just to simply to negate the effects of a Synchro Monster whose own effect is to prevent that sort of thing from even happening. So whatever trick your opponent's gonna try and use, they're most likely only gonna be able to use it once. 

But hey, that's just my input. Since you don't see Synchro Decks all that often anymore (let alone ones with Synchros that would even enable this card to be used), you likely won't see this card much either. I'm just saying it can work well on decks that are capable of running it.
