Activate only when a Fusion monster(s) you control is destroyed by battle or by card effects. Pay half your LP; Special Summon 1 "Starve Venom Fusion Dragon" Fusion Monster from your Extra Deck, ignoring its Summoning conditions. (This Special Summon is treated as a Fusion Summon.) If a Fusion monster(s) you control would be destroyed by battle or card effect while this card is in your Graveyard, you can banish this card instead. You can only activate this effect of "The Apex Predator" once per turn.

Yeah, but the effect states "This Special Summon is treated as Fusion Summon", so that is not the case here. Look at the effect of "Stardust Warrior"; it Synchro Summons a "Warrior" Synchro Monster without Synchro Materials (its effect states "This Special Summon is treated as Synchro Summon").
