Tribute 1 "Cyber Angel" Ritual Monster from your hand or field; draw 2 cards, then place 1 card from your hand on the bottom of the Deck. For the rest of the turn after this card resolves, you cannot Special Summon monsters, except Ritual Monsters. You can only activate 1 "The Merciful Machine Angel" per turn.

-1 to play the card, -1 to pay the cost, and -1 because of putting something back in the deck. +2 from the draw adds up to a -1 in total. The occasional chance of ditching a dead draw typically isn't factored in when it comes to rather or not a card is good or bad for card advantage. Though it can be factored in when it comes to consistency.

You're supposed to use this card on Benten or Idaten since both of them have effects that activate when Tributed: Idaten gives all Rituals you control a thousand ATK/DEf boost and Benten searches a LIGHT Fairy from your deck. Best case scenario, you actually get three cards added to your hand and it comes out to an even 0 in terms of costs.

I can see that, I just don't see why that "put a card from your hand to the bottom of your deck" effect is in there. As because of that, you need to combo it with a specific card just to break even for card advantage.
