Well, it is your life points subtracted from 2500, not the difference between your life points and 2500......... meaning it would be 2500 - 8000 in your example, witch for simplicity sake would make it have 0 atk. (unless they wan't to make it possible for monsters to have negative attack points.)

Sergery's life points were underneath 2500 at that point... so subtracting his life points from 2500 did not lead to a negative number to count as zero.
The formula for it's attack points is 2*(2500- (user's life points))... even at that moment in the anime.

I kinda prefer Trap Stun to Royal Decree. If your opponent chains Mystical Space Typhoon/Twin Twisters/Cosmic Cyclone/Dust Tornado in response to its activation and destroys it, then its effects never apply to the field, and Magic Cylinder would resolve as if nothing happened.

It'd be better if it's not unacceptable to Spell/Trap removal when you chain it to something like Mirror Force. If it's destroyed by Mystical Space Typhoon in the middle of a chain, then it won't negate the Mirror Force in question. Trap Stun will, so that makes it better in the long run. (I don't see anyone use Royal Decree in deck profiles I've watched on YouTube, they always use Trap Stun or Jinzo, depending on the deck.)

News to me. Only Traps I've seen people use in Blue-Eyes are Solemn Strike, Solemn Warning, and Vanity's Emptiness/Dimensional Barrier. They normally use Twin Twisters, Dragon Spirit of White, and/or Arkbrave Dragon to deal with Spells/Traps, not Royal Decree, that I've ever seen.

I was going to say Mound of the Bound Creator stops Magic Cylinder from being used on this, but then I realized this isn't level 10.
