The HRE was just fucking weird in my opinion, it more resembled an alliance more than a nation, and even then many of the states took opposing sides in the empire. Imagine the EU if it was a lot less stable and the borders were fucking atrocious.

really? the HRE? that wasn't really an empire nor a state for that matter, just.... a loose connections of states with their own individual rulers and the 'Emperor' of the HRE doesn't have actual power over it, only his (and occassionally hers) territories they actually ruled from

   Voltaire famously quipped that, “…the Holy Roman Empire was in no way holy, nor Roman, nor an empire” but that statement should be taken with a grain of salt. The reason it was considered 'Holy' is, for the most part, because it began when the Pope (Saint Leo III) crowned Charlemagne as 'Emperor of the Romans'. The Empire (at least at the start) was a Christian Empire in which the emperors were given their crown by the Popes. In the direct sense of the word, Holiness, did come and go during the history of the empire, and at times it really tried and at other times it certainly fell short.

   It certainly was not “Roman” in the literal sense of the word as the Pope ruled Rome and would become quite peevish if any German Emperors got ideas to take it from him. However, the idea that the empire was Roman did not necessarily have to mean that the emperors directly ruled Rome itself. It was meant to be a continuation of the 'Roman Empire', but even from the start, the 'Roman Empire' referred to the concept of the empire, not its location.

   As for being an “empire”, that too was changeable. As a patchwork of minor states and cities, it was often not much of a player on the world stage but, under Emperors like Charlemagne, Otto the Great or Frederick Barbarossa, it could rise to such a status if the emperor was tough enough, smart enough and ambitious enough to make it so. What most people don't realize is that the term 'empire' doesn't need not only be applied to heavily centralized states. In the first place, the word 'empire' comes down to us from ancient Rome, predating even the Roman Empire. The word “imperium” was used even by the Roman Republic simply to express legal authority. The Roman Imperium was wherever Roman law held sway. After the word 'Empire' was separated from it's root word, it came to mean most accurately something like 'the Emperor's domain', similarly to how the word Kingdom refers to 'the King's domain'. However, even in the original Roman empire, this did not necessarily mean that the emperor must therefore rule every area directly. The original Roman Empire, though changing with time, at many points in its history had Kings and other vassal monarchs under the emperor, ruling/governing territories within or subject to the Empire/emperor itself. 

   Today the word “empire” has become so widespread as simply a negative label to apply to things we don’t like that it has really become a word without a real meaning at all. However, it's proper meaning has neither the extremely loose definition that some people use, nor the extremely tight definition that others use. Most properly, this definition refers to the idea/object of a 'senior monarchy', like a Kingdom, but quite a bit above it, ruled over by an Emperor who had monarchs under him directly, and who was expected to be treated as the senior of even the monarchs/monarchies which existed outside of the empire proper. An Empire could-and often did-consist of a multitude of small states rather than a massive, centralized state.

   The Holy Roman Emperor was seen as the first defender of Christendom, one who was absolute in that no one would even think of not having an emperor but whose power was not arbitrary because every peasant, noble lord and royal had their own rights and responsibilities over what was their own. In short, the empire was an empire because it had an emperor, not because that emperor ruled everything directly.

true, but at the same time, most, if not all Empires in history tend to be ruled by a central authority, the German Empire was largely controlled by the Kaiser (though Parliament did have some power and say), China, and it's numerous dynasties, was controlled by a central figure, the Emperor or Empress. Rome, too, was also dominated by a central figure too, the Emperor of Rome. the HRE, however, is an exception to the rule that is found throughout human history, IE an empire that's dominated by a central figure overall then a term to refer to a loose connection of different semi-independent states whom 'Emperor' effectively serves as a figurehead to a ill-defined and ill-connected nation.
