I used a tutorial for fur that was really helpful, don't think I would ever have made it without it.

There's a lot of defaults in this (don't try to look at the ears please xd I know there's something wrong but I can't find on wich layer and how to correct it)
For the character itself, I have no real opinion on Tigerstar ? It's a "classic" racist dictator. He was a good villain, but I do not praise him either.
It's just a "cool, but meh" character to me. Like a lot of characters actually.

If you want to draw realistic fluffy fur, the blur tool is not the answer (I know another person already told you that). Sometimes, what makes a drawing interesting to look at is the crispness (idk how to explain, opposite of blurry I guess) and colours also make the drawing interesting. If you haven't used a photo for the drawing,I suggest using a good photo for reference. Anyways, the character is very good, it looks just like Tigerstar.
