i've done this cell's form only for fun, maybe i use it for my Af fanfic but it's too unreal...(tenkaichi 3 fake)

I think he absorbed Super android 13, 14, 19, 20, and the second 17 considering they all did go to hell at one point, then Cell may have absorbed the original 17 and 16 because he escaped from hell

aldo i can see similiar things to 16 in his upperbody,
cell saw 16 as worthless and a lesser creation, unworthy of being a part of cell so i don't get why you choose him

What Mega-Man-King said, and basically the three forms are there, there isn't any fluctuation that goes on because of the individual android. He has only the three forms and that's it.

if you like you could use parts of my DBZ story to explain this form. Doctor Gero creates 4 androids like cell one blue one green one red and one yellow. each of these androids must absorb 2 different androids each to reach there perfect form and when all of them af reached that form the strongest (in this case being Cell) must absorb the other 3 androids to create the Perfect life form.

Looks cool, perhaps he can absorb Android 13, 14, 15 or Super Android 13, than you can make Cell more blue and bulked up.
