Sturmwind is good, but we can see that, sometimes in some level, it is a homebrew game made.
Trigger Heart Exelica is a very good game. Released in 2007, it's one of the last official game made by SEGA on Sega DreamCast. About the gameplay, players can fire anchors to catch enemy ships, then use the caught unit as a shield or throw it to inflict more damage. It's fun!
