Hehe, rather than just it being a naked model getting splashed, the effect or vision the photographer had (I think, anyways) was to create wings for her simply using water. Mot just to capture whatever image came out.
Hence the "Angel" in the title; angel wings, or even angelic beauty created through simplicity. I think it's very creative and cool 
In that sense, the image is quite successful. Although I do agree with most of the technical elements you mentioned about lighting and such.

thank you for the feedback.
i did get the photographer was going for wings with the water. just, most images photographers take try to depict an idea, feeling, tell a story, or highlight certain (or all) features of the model and i felt like this shot was lacking to fall in any of those areas.
still, i give it to the photographer for trying.

What I especially like here is the blue tones contrasting with the warm skin tones - especially when the blue shines through to water to her skin.
