I don't think so.. not static electricity, not when you're dealing with water. Static electricity is very uncommon in humid / wet situations, unless of course the water molecules are extremely turbulent, like in a rain cloud that would create lightning.
I just thought it looked more like her hairs standing on end (from being cold possibly?) and then whatever manipulations you did to the photo made the hairs stand out far more / look more like fur than arm hairs.

i would favorite this if you worked on t a little,. i think its an awesome shot but the stuff around her is not really working.,,. for one her whole body isnt even wet and that doesnt make sense if all her hair is, nor her face more importantly,.., great shot but maybe different surroundings

her body is pretty wet... you just can't see the water on her body at this resolution

This is onbe of the coolest ones I think. Of course, I bet getting the others to look like things would be more difficult, but this has an artistic and almost abstract sense of flow and movement to it, the water is almost like an extension of her body
