It's Photoshop. Sometimes on background colors I play with opacity, so main drawing (or things that I want to pay attention) has more contrastΒ

How do you get your art so cartonny and nice like that i Β would like to draw as cartoony as you drew that what should i study to make my characters like that ? do you outline then paint or paint it? is your coloring with paint or just pencil coloring from photoshop i really like your art

First I draw by pencil, then I scan it and paint itΒ on pencilΒ (in Photoshop), so in my opinion I keep the "live" lines around.
And about cartoony and nice, it's just years of experience. Continue practicing and experimenting, till you find your own spot
