I'm not Alex, but if your talking about the blue and red tints at the edges of the characters. That can be achieved by slightly sliding around the RGB Channels in Photoshop.

Nope next to the layer tab should be a tab called 'Channels' were they show RGB (red, green, and blue) as layers. If you select them individually, with the selection tool because (in CS4 anyway) it won't just let you move things around you have to select them first in 'Channels'. You can nudge the red or blue a little and get that effect.
