You nailed the penguin. I mean, nailed it perfectly. Not silly like Burgess Meredith, and not as portly as Danny DeVito, although both were great in their own rights. It's a hardened old man; exactly the direction I would love to see taken in a new movie. Love the stripes on his suit too. And as another poster put it, his eyes are just fantastic, cold and bitter, just like The Penguin.

I like it a lot! Joker is perhaps a little more green than I would think, a bad burrito perhaps?

I like the way you've depicted the villains. I see a lot of drawings putting the Joker in some kinda clown suit (purple and orange with wacky bow ties?!), while here its traditional colors with something more subtly and almost professionally tailored.
Eccentric as he is, the near-normal resemblance of his clothes amplifies the crazy. Whatever was once human is long gone.
Also, the Penguin's serious expression with black bird eyes is scary as hell!

This is incredible, fantastic work. I love how amused and calm Joker looks. It's perfect for him and reflects an aspect of him often ignored: his self confidence and complete lack of having anything to prove. A subtle undermining of the heroic efforts and drama of all the others. Penguin looks genuinely menacing here, as well dressed amoral megalomaniac. And Batman, I love his focus. You managed to give him that aspect of a powerful animal at the moment of going from "ready to pounce" to pouncing. He LOOKS like a bat closing in on its prey. It's surprising how rare it is he is drawn that way but you achieved it.
This really portrays their personalities.
The composition is so well balanced, and the details, LOVE the attention to detail.
Now and then I'll come across some art work that helps me hone my own skills by making me think. This is one of them.

The Penguin is so easily forgotten, yet he is one of the most intriguing and sophicated of Batman's foes. He's certainly my favorite!
Speaking towards the artwork, specifically: the characters are very recognizable, yet small differences in their depictions lend them a greater degree of artistic expression and memorability.
The potent, foggy style is also a treasure and well-executed. I had fun looking at this piece.
