this verse indicates how the Lord will act toward those who do not want Him.

The Spirit of the Lord shall rest upon him: Spirit of wisdom and understanding, Spirit of counsel and strength, Spirit of knowledge and fear of God.

Isaiah 42: 1
Here is my servant, whom I will uphold, My chosen one, in whom my soul takes pleasure. I put my mind on him; He will announce justice to the nations

The Lord has clearly announced that His Anointed will have His Spirit.
