For pics like this, Adobe Illustrator CS4. My pixel art stuff, though is purely MSPaint, because I can't stand how complicated pixel art gets with other programs. XD

I highly recommend it, by the way. It's a pretty expensive program but it's really nice to work with. And if you're a student, you can get it at a discount from journeyed.com.
