With Ghira being the former leader of the White Fang they might just not had the time. The surprise is that Blake did not return home to a "litter" of new younger siblings after her father stepped down, unless running Menagerie also kept him too busy...

Menagerie Councilor: "Chieftain, there is an urgent matter requiring your attention!"

Kali: "Wait, that sounds like Councilman Lars Ourum. His mother is not a dog Faunus, Honey... Oh right."

Probably busy with their life or something. 
But if I was Ghira I'd tap that kitty a lot XD esp their only child gone missing.. it's kinda odd no kids during her disappearance.
