Could you send me the pattern you used for the lineart of her wings? ;D

They're called 'web pattern' from PS. But if you can't find them, you could useΒ PrettieAngel 's Sirenix pattern collection; where there are glitter patterns included in it.
And to make them glittery, just the the pattern's mode to 'overlay'[or 'Lumi & Shade' in Paint Tool SAI or 'Vivid Light' in PS] but it would be depending on the brightness/darkness/lightness of the colour you used for best results. Then clip them on the lineart. eg.Β Tutorial 1 Β Tutorial 2

One hint: If you want to show the "hidden" eye under her hair - just copy and paste the eye and make it transparent under/above (depends on your liking) with an opacity of 40-70%

If you ever had used EnchantingRainbow's base, there are specific folders for Eyes, Lips etc in the base file. Most of the bases I work with and used are like that(Yes, which means if they are in a PNG format, I'll convert them to the same way as EnchantingRainbow's). So I just make a new layer above the Eyes folder and clip it then colour over it ^^ If I want to make it transparent, then I'll just lower the capacity of that layer
