Not really. Finarfin's the blonde one, Fingolfin's the dark haired one.

There's been a debate about that topic for years.
I think the main problem is that on one hand the book is a compilation, and Professor Tolkien didn't personally supervised that edition. In one time it says that both are blond (Fingolfin and Finarfin), and I'm sure of that. Then, apparently, the book contradicts itself, but I don't remember that to be honest. Another issue is the biblical style that is read in the text, not so straight to the point and sometimes divergent.
Even in the famous illustration by John Howe, he appears blonde :

I really like it.
Your hair shading is incredible, from the fine lines to the shine
The same goes for the clothing
It's not a big problem, but the blade does look a little bent

OK, the white color is a small trick done with "rubber" which you can find in almost every drawing program (Do not ask me if this picture was done with Photoshop or Painter Classic). The trick is to scan it darker or darken it with brightness/contrast tool and then to whiten wished place with low opacity rubber. In the real you can do the same effect using darker paper and white pencil or chalk. Or,what I also use, to"dirty" the paper with pencil, and then rubber the places which I want to have pure white, but there is a problem that it is almost unscannable with the right contrast by my scanner.

Ah, the famous moment
Nice tension in this scene. And I really like Fingolfin's face.
The shading is quite good. The anatomy could be a bit better.
But it is always great to see Silmarillion illustrations.
