My female OCs usually hate heels.  Lace likes heels and platform shoes, she hates being short. Lace has the bad luck of being the shortest OC I ever created.

She is keeping a prisoner and making his life hell.  And indeed, they are in a real Fallout shelter.

As for guesses: She's clearly got great balance to be wearing heels like that while she deals with, idk a prisoner of sorts or breaking out a prisoner(?) from some kind of underground bunker.

I'm gonna guess she is a scientist that works for the Umbrella corporation - or some place like it - and is doing very un - ethical experiments on humans , possibly leading to a zombie out break. She enjoys this and will be amused to watch the out break play out.

I enjoyed creating this picture, baking the mystery.   Lace is far less sadistic than my Myca expy from "The Crow" (played by Bai Ling)

Trope wise the only character that comes to mind is who has a lot in common with Lace, would be Drusilla (Buffy the Vampire Slayer)
Barefoot Loon/Does Not Like Shoes: Often shown barefoot.
Non-Action Gal: She rarely fights, preferring to use tactical planning. Not that that makes her any less terrifying.
Good with Numbers: Lace is excellent at calculations and building gadgets.
Awesomeness by Analysis: Sees through people's BS in a flash.

Lace usually let others do the punching for her.   It is somewhat difficult for someone her size to be able to really hurt someone.  As for combat and weapons - Lace can fight, but she prefers to use the Unbreakable Umbrella 115 as a weapon.  She altered the umbrella to emit a shock if she yells the code word, so her opponent cannot use it against her.  She might use a Glock 19 and a MAG 7 on the job, but the firing pins were removed. It is to threaten and scare.  Far too dangerous to have her opponent turn a working gun on her. Also too dangerous to have the gun loaded with blanks, it is still possible to get hurt or killed by blanks.  Blanks are nearly completely harmless past a few meters, but when pressed against someone's head or chest, they can and have killed people. That's why CGI is used a lot when one actor "shoots" another in close proximity.

Related to the topic of hand to hand combat, during the run up to the 2017 Wonder Woman movie, many people complained Gal Gadot is too skinny and small framed.  If you think about it, most women look tiny compared to a 200 and 300 lb guy. Two of my friends, both brothers, 250 lbs and 6'2" would piss off their sister and laugh at her when she can't wrestle them to the ground, or inflict any real pain as payback, she's just too tiny. But, most tv shows and movies shows you a woman winning a fist fight against a guy far taller and heavier, or worse still - Black Widow beating up a dozen paramilitary guys. I don't get into many fights, but I do use my weight as a weapon.

Back to the topic of my OC.     Her name is Koda, aka "Lace"

Koda's hanna tattoos is temporary, might last up to a month.  Traditional bandi on her forehead. You guesses right Ayanonumber13 !

She is enjoying his torment and breaking his spirit, a few days locked in the water tank has made him very desperate.  The clock on the wall is adjusted ahead every time he passes out to make him think he has been held down here for more than a week, when in reality only a few days has passed.  

She gets revenge on the behalf of others.

I am working on a short story about this picture, will upload it to dA when ready.     Jem Powered, the overarching story is set in the present day, or near future, no more then four years (so Nov 2019 to 2023).  The location is a little north of Toronto, Canada.  A real privately owned and built fallout shelter called Arc Two.  So down here, his screams and pleading will not be heard.

She looks like she's a big henna fan and some sort of scientist who kidnaps and experiments on men to turn them into strange monsters using nuclear radiation in her secret underground lab in a shelter in an apocalyptic world.

She looks like a twisted person who enjoys torturing people. I'm thinking there's a nuclear warfare going on and she's on the enemy's side and she captured one of her enemies recruits is torturing him to get answers or just for the fun of it maybe even both. As for the gym in her forehead I think she was experimented and in scientist put gym in her forehead which make her go insane. The pain they inflicted on her she does that to others

Looking at the background, Lace and her 'companion' are in a nuclear fallout shelter.  Whether this is because of nuclear armageddon or because it's a good place to hide and a secure location remains to be seen.  It is noticeable that the heavy steel door has been torn off its hinges.  If Lace did this then she is much stronger than she appears, superhumanly strong.

At first, given her white dress and the fact that he is in some kind of confinement or anti-contamination cage I was going to suggest he was the danger and she a researcher.  But a closer look shows this doesn't bear out.

For a start her pose is proprietary.  He belongs to her.  Not in the detached way of a researcher and subject.  He is obviously submissive, even desperate.  I don't think she's researching him, I think in some manner she is feeding off him.  Which leads me to my next conclusion.  The flowers on her forearms and lower legs, likely what give her the name Lace from their lace-like patterns, aren't purely decoration.  Their placement on the outer limbs allows for more contact with other beings.  I believe she can use these plant 'tattoos' to drain lifeforce or blood or something similar she needs from other people.  That's why she's keeping him.  Not to play with, not to research, but as a handy pre-packaged meal.  Possibly with a built-in microwave by the looks of things LOL.

She has a caste mark or similar on her forehead.  Given the name of the story I think it may be some kind of mystical or powered gem.  Between that and the artificial-looking expression and face compared to his, I think she is actually some sort of manufactured being.  She was built or grown in a lab, possibly even in this place.  She achieved true sentience, escaped and either did away with or chased everyone away.  She then co-opted it as her base of operations.  What she means to do now remains to be seen but by the look of the 'meals on wheels' there, it probably can't be good for the human race.

Well, it seems Lace is torturing this man. I feel like the fact that they're in a fall out shelter isn't to do with the fact that there's nuclear warfare actually going on, but that shelters are built to be really sturdy - it's very difficult to break in, and you can't hear anything from inside. All the better for someone not to hear you screaming or come to rescue you...

That assumption aside, she might be involved in an experiment and / or research related to radioactive items.
THAT or Lace has an entire bunker for herself and her own fun of experiments.

So here is a man in cage been keeping in there against his will. Then Lace doesn't seem to be neither another prisoner or the owner. She's wearing tight and very short dress and also high heels. So I guess she's posing nicely for someone else who's in the room. For her maighty lover.

I guess Lace follows "cultured badass" trope, being intelligent, dignified and obviously attractive.

Lace seems to either be a scientist doing human experiments, a human experiment herself, a survivor of a nuclear war still fending for her life and taking harsh measures to do so, or someone wanting to get answers no matter what - or perhaps she's a little bit of all. She stares off into nothing as the guy behind her is locked in a rusty old cage that may or may not be slowly filling with water - it seems more like torture than an experiment. :') As such, I presume she has a cold, if not apathetic personality, uncaring of the woes of others as long as she gets something out of it. :')

Her clothing is pristine still, though her shoes look worse for wear. Combined with the fact they're currently in a fall-out shelter, I presume that she is a survivor of a nuclear fallout of some sorts - perhaps one 'powered' by 'jem', a mysterious kind of force that perhaps used to be the main power source in your world?

Hmmm. She's got a prisoner in something that's either just got water in it or is filling up, so I'm going to guess she's either torturing the guy or doing an experiment (could be both as well ) She doesn't seem to concerned about him so she's obviously doing it on purpose and it doesn't matter if he's suffering.

Well, considering that the man in the tank doesn't look too happy and said tank is filling up with water, she is either an interrogator or executioner.  Considering that the sign says "fallout shelter" with a biohazard symbol, she is from a post apocalyptic world as well.
