In Part 2 Ch.17 Blaze accidentally got a date with an Electric dragoness and they ended up becoming a couple. That Dragoness is actually Volteer’s daughter, and looks like she inherited her father’s “speech habits”.
Although her tendency to babble 100 words per minute occasionally annoys Blaze, he really does like her. So here she is, Blaze’s girlfriend Charge. She’ll likely make a few more appearances later.
Random trivia: That’s pretty much how Sora acted around Ren when they were kids.

More or less. This one's case is more because she's supposed to be like Volteer, talkative and a bit overly optimistic. Although the eye twitching does give a bit crazed lunatic vibe. Btw, what was that OC you mentioned when asking the question?
