i made it into my own oc with art so ill just get rid of the dream selfy and recreate it so im nit using the art but you cant really copyright a clothing design 6___6

Ah, but, but! You probably wouldn't have known the clothes were from the dreamselfie site if it weren't for the picture being there when you clicked the extras.
I most certainly didn't.. And I use dreamselfie myself just to look at concepts--
The outfit and hairstyle is fairly simple and seems really common around the adopt community (for me at least, I've seen really odd yet simple designs). The angel and cherry on a dress concept doesn't really belong to anyone, just the art itself. Ali can, as she said, take the original selfie away from the folder and not include that in the buyers purchase.
What rule? Yes, GCrest said people couldn't sell the adopts, but could it be only the adopts that are like this? lilly-lee-adoptables.deviantar… ?? Ali didn't create a whole sheet to sell tinierme selfies ;;
As for the TOS link in the rule you posted from that journal, I don't really see anything that states people can't simple redraw and modify the concept. Only the person is saying that.

But i (and some other people) saw exchange of points for those selfies (yes, those raw selfy pictures, which are probably gone by now, because other people have warned them too...), and draw to adopt is fine ( which is on the link you provided)...
bottom line is, if its copied from dreamselfy, it is still from TM, i mean if the adopt a person sold just used the "selfy" to look and reference clothes structures (eg. folds and all that) it should be fine, but if it dealt with the whole character intact, clothes+hair+design is derived from it, hmmmm that's like copying.
if the character was modified with a unique touch of the artist (eg. changing the pattern but the clothe is same and adding more details to it) I think that is more legit...(?)
if u feel and justify that the final outcome of character looks more of your pure design imagination rather than from the dreamselfy website, then go ahead and sell it.
i have no control on what you choose to do, i can just influence you on your choice.
i personally do not hold anything against you, i just came across your adopt...
