You have to wonder what was Kengo's Dad was thinking when he made the Switches for Fourze to use.

He was probably thinking of the zordiarts consolation such as the fly zordiart turned himself into a bunch of fly's so yeah probably was thinking zordiarts constellations and what would be usedful against what Zordiart

Far as I can tell, no human made them nor the fourze system.
If Kengo's dad made them, Fourze would have had access to all of them from the get-go wouldn't he?
Why would Kengo have to..um...do whatever it even is he does before Fourze can use them?
Remeber the fact that if the core child needed the Fourze Driver to return to the presenters, why would Kengo's dad invent it if he didn't fully understand the nature of the core switch? Only the switch it's self would know.

From what I can tell kengo dad made the system originally made the blank switches and everything but when he died his work was never finished so kengo had to finish it but obviously they didn't know that lkengo needed it to return to the creator so when kengo was finishing the system he must of added it in with out knowledge of being cxore child
