To the setting of ( www.furaffinity.net/view/12472… ) which is built of 80's movie clichés and tropes..As the Portal Storms ravaged the Earth in '86, most of the world blacked out as telecommunications and networking were ruined by spacetime distortions.
However, while the First world begun to slowly getting on it's feet again, the Communist bloc has completely cut itself from the rest of the planet. At first, it was China - communications were scrambled, the borders closed (by severe means - literally shooting anything on sight), and then, the Soviet Union, or what's left of it after the Storms (China was one of the less affected countries), "blacked out" as well. However, rare, and extremely chaotic communications from within the New Iron Curtain, the "Strom curtain", as it became known later, were tracked until at least '90-'95. And then, it was absolute silence. Even the lights of Soviet and Chinese great cities came into darkness, leaving enormous landmass ultimately dark, while both countries begun to shot down any foreign satellite - military or commercial - above their land.
"The commie land" became an urban spook, "scary story" among the people of newly formed American Empire and other surviving nations of the First world. Nobody knew exactly what happened, how many people survived and why both China and Soviets, while not being allies before the Storms (as the US actually related China for it's own side those times), conducted the very same, "insane" Autarky policies, cutting themselves from the rest of the world.
This remained a mystery until 2010's, when, finally, the "New Reds" showed themselves off... By conducting offensive operations to "regain" the soil of lost Warsaw pact countries, long abandoned Afghanistan, and the South-East (collapsed states of Vietnam, Cambodia, Laos, and anything up to Thailand).
But it was not the same collapsing Soviets and poor, underdeveloped China of the XX century. While the West imagined the "commie land" as a looming slag heap, slowly rusting and fading away, they finally met a monstrosity - a machine, relentless and inhumane.
It was evident, that for the past years the Soviet Union and, especially, China, which now seemingly gained the leader role in the duo, made an impossible gap in bioengineering and cybernetic technology, presumably forcefully turning it's population into a swarm of effective, cheap and tireless drones. While means of such a gap are still mysterious, it may be possible that both countries somehow made contact with unknown Civilizations beyond the Portal distortions, while efforts of the rest of the World were not successful.
Generally, the ever expanding Sino-Soviet collective is considered the largest threat to the free world in par with neverending spacetime Storms. However, some agreements were made with current government of the Red bloc (only known as CENTERCOM, which is probably the convergence of the former Soviet Politburo and Chinese Zhōngguó Gòngchǎndǎng Zhōngyāng), which evidently shows that the relentless machine can be bargained with, albeit hardly. The entity still does not allow to cross it's borders and maintaining a "clear sky" policy, shoting down any aircraft and spacecraft above it's landmass. It does not even hold embassies in any countries except American Empire, and the only evidence of Sino-Soviet course of actions is their ever growing military presence in strategic regions. While the Entity's never announced it's goals, it's quite clear that the Red bloc in it's modern form is striving for assimilating as much resources - both energy and row materials - as possible.
It's also known that chinese soldiers/citizens, or, rather, "drones" are drastically heavier augmented that the Soviet ones. This could indicate that either Soviet side considers a little different position for it's people, or that they lack the technology of heavier human engineering.
