canttel , I hope you went through the video mentioned in the description. Yes, you are right to a point, you may call it chalk brush as well.
The main purpose of this brush was to break away from the look of normal inking brush.
Also, a chalk brush has a particular characteristic that it leaves residue like mark on the edges. Its strokes would have a relatively same thickness.
