Well well well I know this isn't complete at all.... but it will be my abilities in animation have improved since this so when I complete it it will look better, for now enjoy what I have so far
!!This is a parody of clamp's sakura card captor, reenacted by my characters and stroy PUBLIC PRINCESS.

Well it depends on the software you use, but unless the animation it's a gif, you just have to add a layer and drag the song. Although in flash it's a bit more tricky
