So she either wanted to be in Tartarus because her plan isn't finished, she has some kind of back up plan in case her plan fell apart, or it's mostly just plotting to escape Tartarus.

I'm always reminded of the character Darla Dimple from the movie "Cats Don't Dance" every time I see Cozy Glow. Seeing this picture makes me imagine Lord Tirek as Max from the aforementioned movie!

I sure as hell hope so. It's high time we had a villainous team-up in this series. And there are still some villains left to do it with. Especially if Grogar is still a necromancer: then he can bring some baddies back to life FOR this alliance to work.
