Race: Haptagud a.k.a. Clink
Powers: Prison Physiology, Chain Manipulation, Escape Artistry, cannot get lost in a maze-like environment and finally has domain over Jails, Prisons, Chains & Restraints in general, Keys, Prisoners and Security Guards.
Equipment: A pair large keys that actually function as firearms, they can lock & disengage any kind of padlock or the like and when used together, can open a gateway to Acrarhia, The Prison Dimension.

(--"In one part of Totality, there exists a realm known as Acrarhia, a silent but massive maze-like prison complex that holds the Multiverse's most dangerous monsters and criminals. Each prisoner is stored inside a pocket dimension that is usually a lit, featureless grey room with no visible light source that's about 20ft in size in all directions that is contained inside a grey, almost featureless box the size of a standard-sized storage crate with an identification label on the front.
Each cell is virtually impossible to escape from, as there are no openings of any kind and the walls & box itself are made of a paradoxical material called Oblivion Metal or more commonly, Solid Nothing, as you cannot damage, let alone scratch something that doesn't actually exist. Trying to figure out how "nothing" can be solid will probably give you a brain aneurysm if you think about it too hard, so the best advice given to visitors of the prison is to not think about it. Also even if the prisoner ended their own life while inside the cell, they still can't escape as not even their souls are able to leave. The only way for a prisoner to get in or out of the cell is for either the being that imprisoned them in the first place or one of the jailers allow them to enter or leave.
Acrarhia is ruled over by an entity known only as "The One-Eyed Warden", who is said to have personally crafted the dimension and it's jailers; a race of beings called The Haptagud. If one were to classify The Haptagud, or Clinks as they are sometimes called, they would be Prison Elementals; as their physical bodies are made of materials similar to that used to create prisons such as concrete & rebar while clad in clothing and armor that is usually either orange, blue, white with black stripes or a combination of the three. Each Haptagud was built from a single template on an assembly line, meaning besides their colors, each one was pretty much all the same, body and personality-wise.
Though at one point, The One-Eyed Warden decided on a whim to make a few tweaks to the standard template with a new Clink. A Heptagud with a more feminine form and a personality besides being completely stoic and by-the-book. No one knows why, but rumors have circulated that The Warden wanted to experiance parenthood and made what he would consider his own daughter. Though most likely it's that The Warden just wanted to try something a bit different to break up both the sameness of his jailers and the monotony of his job.
Named Kjede by The Warden, she is different from the rest for having a larger range of emotions, including curiosity and excitement when a new prisoner is brought in, since each new detainee was different from the last. A while after her creation, she also started to feel the same monotony The Warden felt, wanting something new to happen.
And she got her wish, as one day, one of the prisoners actually escaped. Now this isn't actually as big a deal as you would think it should, as even if a prisoner somehow escapes their cell, they still have to traverse the expansive maze of the complex itself to find a way out; And this usually results in The Clinks, who are designed to easily navigate through mazes, herding the prisoner back to their cell, but that's not what happened.
Kjede, wanting to prove herself to both her "siblings" and The Warden, decided to go after the prisoner herself. However, the prisoner was actually a sorcerer who somehow attained a Clink's keys during the chase and opened a gateway to escape, but Kjede followed suit before the doorway closed.
Kjede struggled with the sorcerer, resulting in him losing his keys while Kjede lost one of her own in the warp. The warp became unstable halfway through, so the two became separated going in opposite directions away from one another. She tumbled through the vortex for a few more minutes before being unceremoniously dumped into another universe, one which has a small population of superhumans.
After exploring this world for a while, Kjede caught the attention of John Force , the US government's foremost expert on magic and supernatural phenomenon. John noticed that much of Kjede's abilities could be useful in capturing and effectively contain the supervillains of his world since at this point in time, superbeings have only started a little while ago and current prisons don't have the proper equipment for effectively containing superhuman criminals."--)
This is a character that I made all the way back in December last year and only just now did I actually finish this. To sum up Shackle, She has the same passion for locking up criminals as Lock-Up from Batman TAS, 'cept she doesn't abuse her targets. Also, I think that she would have The Sisterwives of Satan to be part of her rogue's gallery as well as have some crossovers with other heroes and their villains, since the prison Kjede calls home would be a great place to contain the heroes' villains, like DC's Blackgate Penitentiary. And yes, in this universe, John Force is the same character that designed and built Big House as a way to contain supervillains.

Great design and concept. I wouldnβt mind seeing what her βfatherβ looks like, though I wouldnβt want to visit Acrarhia a visit. That kind of environment could drive one mad, or madder.

Well I envisioned The One-Eyed Warden to kinda look similar to Norse Mythology's Odin as a starting point since Haptagud is one of Odin's names which translates to God of Prisoners.
And yeah, Acrarhia is a place you really don't want to get sent to if you're guilty of a crime.
However if you're just visiting like going to modern Alcatraz Island, you should be fine since prisoners there cannot try and reach out to grab you.

I love this idea of a prison dimension,makes me think of things like the Phantom Zone or the Stygian Universe in Jet Liβs film The One.

Also since Acrarhia is open source, would you use it yourself or do you already have a supervillain prison that Mr. Happy sends his villains to?
Also, Haptagud is actually one of Odin's names, which translates to The God of Prisoners. Just thought I'd tell you since you said before that you like Norse Mythology.

That's what I'm hoping to do.
Though with me, I have a lot of characters that I want to use for several unfinished novels, but I never got far enough writing the books to actually use them since sometimes I lose motivation to complete them. So as to not have the characters just sitting on my harddrive and collecting dust as it were, I make them open source & add them to my Sargasso Setting so that if something were to happen to me to make me not use the characters. Like if I go blind, lose my hands or worse, then my ideas don't die with me and they can live on in someone else's work.
Though with one of the original stories that I'm planning right now will involve some of my characters I've got here on DA.
Also, I like those ideas.

There are definitely plans in my book in perhaps vol 3 for the government in a panic to try and imprision all superhumans. This will fit into that nicely.
