(Welp, I'm out of ideas for her)
Backstory:
Celestia wanted to do something helpful so she tried her experimental spell on group of clouds. Wind chased them to Ponyville. Rainbow saw clouds first, and they didn't look good for her. She tried her best to get rid of them, but they were unbreakable. It was pointless, until lightning hit Rainbow in back. She absorbed this clouds with all power of Celestia's spell. Now she can control sky and weather like never before.

Her back part is made from solid air (Ihnd what is this, but whatever) with streams of wind coming through, and with this and clouds on her hooves she can stand still in air. And many other things (but I didn't thought of them).
