In gnome3 you are able to select colors and paste it somewhere else trough dragging them across, try it with system monitor, gimp, terminal color, etc.

Yeah but you are not able to choose an arbitrary colour from anywhere on the screen - this is what this would be for

Wouldn't this be a small applet rather than an indicator, since it doesn't show what is happening in a system wide process?

Well I needed it in an easily reachable place and I guess an applet for Plank would be a good compromise but I don't use Plank

An why do indicators have to be a system-wide process? (i.e. sound indicator and all the other application indicators?)

That's not the problem.
The thing with indicators is that they, well, indicate, and although this seems like a good idea, it doesn't actually indicate anything.
