He probably is. I can’t see Setsuna or Kaede beating Fate. Yeah her expression SCREAMS "I'm Screwed BIG TIME" [chuckles] it almost calls for that phrase the demon uttered before Nagi killed him "With this much power it's hard to say which one of us is a monster" there is a beautiful reversal here, Tsukuyomi is the human, like Nagi, while Negi right now is much closer to a demon than a human. To be frank Fate didn't even try to fight her, but when Fate and Negi will collide... I wonder if it won't surpass the awesomness of the Negi vs. Rakan fight.

Oh Yes ^^ Tsukuyomi was running around unbeaten for quite some time, she seemed strong, powerful... and here Negi gets her at his mercy in a matter of seconds... she'll probably escape or fight back but it's awesome nontheless
Let's pit Mana against Naruto and friends, TenTen would get a bit of motivation, seeing how a fellow Projectile User mops the floor with all those Oh-So-Powerful-Shinobi XD (I like reading Naruto but some of the previous chapter meaning End of Pain's Attack on Konoha until Naruto meeting Killer Bee were kinda... annoying)
