I really like the clean design, it looks really valuable. I think the only two points you should rethink about are the followings:
1. Small scrollbar in #1. I really often skip in songs (to 1 minute mark, because they have an intro) or in mixes (which are longer then 60 minutes), so I need to do that as precise as possible. Therefore I need the scrollbar to be as high as possible (at least the hitbox for the finger, not the visual element itself) and as long as possible.
2. The use of space in #2 is very weak. You only use around 60% of the screen to actually display tracks. Also, a single track doesnt need such a big row. I have to admit that it looks fantastic, but I guess you can make it sexy too while the rows are smaller.

Yeah finding a good software developer is hard.
You can ask around and see if anyone knows how to code an app, or can get you in touch with someone who can. If you know any students, they might be able to work on it for a school project (which means they can do it for free). Or you can also look for freelance developers (they tend to be more expensive if they're good).
It would be awesome if you find someone to develop the app!
