According to some scientists this won't happen even if global warming continues. If you put an ice cube into a glass of water and let it melt the water level will not rise because the displacement of the molecules to when it becomes a liquid is no different than when it was a solid because there's no more or less mass than when it was in it's ice state so therefore all changes are null. Also according to them there's actually not as much ice as we might think on the poles. The north and south apparently used to be islands and were slowly covered in ice as the earth cooled and settled it's weather out.
However there is one problem that people overlook and that is that when the water level increases the salt to water level will not be the same and the "lack" of salt will mean that the water will be thinner than it was before and behave more erratically. There's a current that runs up along the west cost of America (I forget it's name) and if global warming continues then it will mean that this current may change direction therefore making the winds change too, pulling warm and cool air from the north pole and then BAM! you get a monsoon/tornado/storm/hurricane that will knock up the (now diluted) waves and the transference of potential energy along the seabed will eventually mean that it'll gain enough speed to shoot as high as 30 or 40ft into the air and cause a tidal wave that may, or may not, be large enough to flood the city of NY.
These are only theories however, so it could or could not happen, you decide which you want to believe.

There are other ways the water level in NYC could rise like that. It doesn't just mean that the ocean levels rose. When it rains in NYC, the water goes into underground sewers and tunnels where it is emptied into rivers, lakes, and the ocean. If NYC was left unattended, the sewer pipes would eventually burst and cave in from corrosion and movement of the ground itself. That, coupled with street sink ins from the buckling of the subway systems (after years of not being attended) would cause pseudo rivers to form, especially after a heavy rain. Just ask anybody who works the subway systems in NYC, they will tell you how much water they have to pump out of there. Once those tunnels cave in, the water has no where to go but to take the easiest ground level way downhill. And it could pool up in low level areas to form a shallow lake.
That COULD be what the artist was depicting here. However, the ocean level rise could also be what he was going for. Just saying haha.
I need to stop re-reading 'The World Without Us'.

I never looked into that theory, but it seems plausible. The only ones I know of are the ones I've seen on documentaries, the two I mentioned were the only two that I thought would really work (and it's been a while since I watched anything like that so I've forgotten the other theories, one of them involved a nuke or meteorite though, or a massive undersea earthquake or other tectonic activity like a volcano, but they weren't explained enough, so I didn't look into them.) But, this image does show that it could happen. I think the message here is "don't worry about how it's going to happen, just worry when/if it's going to happen" and gives a strong message about looking after our environment, which is something we all should be doing if we don't want to have to go to work in boats for the rest of our lives.

that reminds me of a cartoon novella I read once back in the 80ies. About some time travellers from the future returning to an Earth where the polar caps had melted and NYC was flooded like that. Very impressive work!
