Because krogan reproduce at an alarming rate and there's no way a race that was barely scraping out an existence before the genophage would suddenly have the resources to cloth millions upon millions of newborns.

They probably would grow at an excessive rate, based on what the games describe about Krogan. Human babies already outgrow clothes within months, imagine trying to fit armor on a Krogan growing several feet a year.
