Stigma is a former soldier turned Anarchist who has a habit of killing cops, mostly dirty ones (his calling card for them is soaking their badge in their blood)
He likes to prove how corrupt the system really is, but also shows no mercy to good cops and heroes that try to stop him
In my OC's case, he almost killed his father 10 years prior to this, so my OC was out for blood when he learned he was in town
