i dont know whether its flash. its the RocketDock by Punk Software ([link] ) and Yahoo! Widgets ([link] ). both are very easy to install. drag&drop for the dock and the widgets you have to explore and maybe programming a key on your mouse to the shortcut you gave to show the widget, its more comfortable.
