This card can only be Special Summoned by Tributing 1 face-up "Ebon Magician Curran" or "Princess Curran" on your side of the field while "Citadel of Twilight" is active. During your Standby Phase, inflict 600 damage to your opponent for each monster they have on the field or in the graveyard.

Don't you mean "This card 'can only' be special summoned" instead of "This card 'cannot' be Special Summoned"? Also, shouldn't it say "while 'Citadel of Twilight' is active?
Anyways, I personally believe that both Curran and Pikeru could use some more cards that are themed after themselves, including level 4 Magical Girl versions that trade some of their burn damage/healing for up to 1800 ATK power, spell and trap cards like Pikeru's Soothing Barrier or Curran's Vengeful Barrier (enhanced versions of Draining Shield and Magic Cylinder that require Pikeru or Curran on the field, and also have additional effects, such as ending the battle phase, or destroying the opponent's attacking monster), and even a Fusion Monster that deals both burn damage and healing (perhaps we could call her "Twilight Magician Pikerran", or "Magical Girl Pikerran")? They've got potential to evolve into a viable archetype.

You may want to get rid of the ' in "This card 'can only be Special Summoned", and I'd put "Citadel of Twilight" in "s instead of 's. Also, "inflict 600 damage to your opponent for each monster they on the field or in they Graveyard." should instead be spelt as "inflict 600 damage to your opponent for each monster they have on the field or in the graveyard."
