I have an OC whose hair moves like this even while at rest, while also having glows inside it [similar to a lava lamp in movement] and I wanted to ask/check if that would be possible to animate~

I think this effect is perfectly possible to get, as long as you don't seek for rather hand drawn animation. Complex hair movement is animating multiple strands of hair separately, which allows for more "flowy effect", if this helps you visualize what I'm doing. You can also take a look at this example to make sure: link
Of course the effect above is highly customizable.
