I think it's more of the line of animation error than laziness. Animation wasn't as well polished nor was it taken as seriously as today. (Even today it's still seen as kids stuff. Though this mindset is slowly declining.) Even into the eighties and even early nineties major mistakes could still be noticed. Especially since the tools of yesterday weren't as precise as today. And everything was hand drawn with there being a whole team of artist so mistakes and things being overlooked was a commonality.

I guess since it was such a quick scene that most people would overlook, I guess people would barely bother about it so the animators wouldn't. Verses the scene where the prince puts the glass slipper on Cinderella's foot because that's the story's climax. And even then her toes weren't all too detailed.

I also believe she didn't wear pantyhose as nylon didn't exist until the 30s or 40s. And her feet look a bit too thin for her to be wearing any form of stocking.
