Is it alright if I give this piece a bit of criticism?

Okay!
The shading is probably the biggest issue. There's not really any clear light source because the light and shadows don't really have any sort of direction or pattern to them, and are contradicting each other. For example, the shading on the skin suggests that the light source is a dim light directly in front of her, yet the hair suggests that it's above. Pluss, that lighting behind her neck just doesn't make any sense, unless there's something on the back of her neck glowing, which the skin suggests not. Also, the lack of texture makes her look like she's made of metal. I'd suggest blending more and deciding on a light source before shading, and shading and highlighting accordingly. Adding more texture to the hair would also make it look more detailed and professional.
The line work has no width variation, and there are points where the lines are slightly longer than they should be (the lines defining her upper arm and chest on the right are going over and slightly into her lower arm-this is where it is the most visible) This makes it look a bit sloppy. There are also some other points where the lines should be connected as one line, but are instead two that aren't quite connected. (For example, the strand of hair on the left) If you have a tablet, I'd suggest activating the pressure sensitivity in order to create more width variation. Try drawing the line art in less strokes when making a shape in order to prevent the awkward connecting of lines (having them only connect at the end of the shape). And for the points where the lines goes farther than they should, those can easily be fixed with an eraser tool when working digitally.
The proportions are hardly an issue at all, but there are some small flaws. The mouth is tiny, and the shape of the jawline is a bit off. It's understandable that these mistakes are due to the fact that the angle of her head is a trick one to draw. Looking up reference when making the sketch for the drawing is probably the best solution for this.
I'd also suggest looking up tutorials on digital shading and line work, since those were the biggest issues. YouTube is probably the best place to find them.
I hope that helped and that I didn't offend you too much!

Thank you.
Im not very good at this. Even though I have been practicing a long tme.
Ive been looking up tutorials but they are like 15 minutes long and I lose interest so easily.
Even when i dont loose interest I dont understand it at all.
For this I used a pen tool for the lineart which I never do I usually use the Linework layer which helps a lot
My coloring is super terrible. but I always have the hardest time trying to find a good light source.
I need like a dig. art class or whatever but I cant afford it
You didnt offend me at all XD

You're welcome! When I'm making the sketch for a painting, I'll draw an arrow or a circle to remind me where the light source is. About tutorials, when I watch them, I'll actually just listen to their talking while I do other things on different tabs, and look at what they're doing from time to time. Or, I'll grab a piece of paper or open up my drawing software and draw along with them! It makes it way more fun, in my opinion! Don't worry, I'm sure you'll figure out how to color! When I started drawing digitally, coloring was always the hardest part (because before I did digital I only used a pencil...). Good luck!
