Super sexy gal(s): Check!
Super well made comic pages and coloring: Check
Eating in some form: Check
It's a fantastic Animewave comic that fills me with happiness and anticipation for each new page each week with great details and appeal: Super check!
I can also image in my head what the two humans are thinking/saying:
Guy: Oh my! A sexy slimegirl who eating everything!
Gal: Oh my this is only the 17th this month and it's soon over! We are behind the quota of 25!
Guy: Run for your.... WAIT A MINUTE?! 17? Plus you are only shocked because the city is behind some quota?!
Gal: Oh you must be new here in the city. This happen all the time. (pulls out a membership card with stamps on it) If you get eaten over 200 times you get a gift card plus a large breasted gal candy to eat that is very tasty! I'm at 199 with my latest stamp gained when my best friend got hit with some monster blood and chemicals changing her into a mega sexy monstergal and she gulped me down as we discussed many times in our pacts shown it happen to one of us becoming the latest sexy creature. This could be number 200!
Guy: ... I'm now more disturbed and worried about you and this city then the sexy monstergal above. I'm leaving (walks off).

Also, have you used those characters or variations on them in every slime girl sequence?
For some reason I saw their pictures and got the sense I was seeing stunt-people or character actors I'd seen before.

As Johji Manabe (OUTLANDERS' mangaka) sez... "Same actors, different characters."

Fair enough -- I was thinking of that possibility.
I loved Outlanders the manga.
I saw the dubbed OVA first, and even in my full-blown otaku mode, it was the first one I could recall being disappointed with.
It was so truncated (though I didn't know it at the time), my reaction could only be "What did I just watch?"

Yeah, I agree. But having Akira Kamiya doing his City Hunter "pervert voice" for Nao was a treat.

Since I only ever saw the dubbed version, I'll take your word for it.
Also, I was just getting into anime that hadn't had the heck edited out of it for Western audiences -- and by that I mean most of the violence and more mature aspects had been left in; I know now how freely Carl Macek played with the scripts and sound editing -- I knew very little about seiyuu then, and none of the names.
It was the vocal version of character acting: "Hey, it's that voice again!"

But I hate her if she does this and is still happy about it. I'll f***ing KILL HER!!! If only I had the power of fire. But just shut up if you wanna mock me the next message.

This looks like a sequel to the 1950's Toho movie, "The H-Man"
