1) So where are you getting a 3+ rerollable from?
2) That's probably a good point
3) The battle conclave is an exact copy and paste of the conclave that is in the current codex. Nothing has been changed.
4) Well they're based on the old, old, mob rule. They're not very good at what they do. 10 points isn't much of an upgrade cost to keep them around a little longer. I also wanted to avoid the cultist problems CSM have, in that, there's no reason to take regular chaos marines when you have cultists. I figured giving them a weakness would be a way to solve this.

The first point, you gave them angelic visage, combine that with their reinforced shield and the prasidum protection (4+ rerolls) then a jump canonness with +1 to SoF. By that point their shield of faith is equal to their armour save so you can choose which of the two to roll against and statistically A rerolling 3 up is better than a 2+.
And with the 4th point, But by the same point now no one will take them and why should we for the sAmerican basee price a sisterrible squad will do better in every regard and not run oFF the table with nearly 100% certainty after loozing one model. Take a look at the 30k Mechanicus tech-thrall's. They have a pricy upgrade that takes a unit where you rather have cultists and makes them a great unit for caping points (fearless) and generally a decent unit to put points into if only because it frees up the rest of your army.

So make the Preacher fearless? I was from the perspective of that if you add a Priest to the squad they would gain Zealot. I see your point though. I think I'll make the squad a little better. I'll change their vulgis rule to only work if they're below 50% they have to start taking the tests. So they can hang around early game without much help.
In play testing the Ophanim with a Cannoness still get gunned down. Being T3 with 1 wound a good round of bolter fire kills them and at 20ppm it's expensive and situational. With the right act of faith they can get a 2+ re-rollable. Now that I'm looking at it. I think the 3++ is good but 2++ is negative to the game. So, I'll change the 'Shield of Faith' rule to say that any model with that rule cannot have that save be increased beyond a 3++.

I can see a few things I would try to rebalance because I cane see a few abuses.
1) the ophelium and reinforced shield. Basile the name sounding weird with a 1 on warlord trait that's a possible rerolling 3+ invulnerable save. So they probably need to just be shield of faith or to loose angelic Visage (even if they're pricy, a rerolling 5+ invln jump troop with power weapons and melta bombs would be worth it in my book)
2) giving the extinguisher (even at 390 points) shred is a little much, S6 ap4, torrent flamer on a scout vehicle is already pretty darned strong.
3) umm the Ecclesiarchy battle conclave seems to be missing points, the arco-flagalents feel kind of like they got debufed in this fandex.
4) it reads like the redemptionists MUST have a preacher or they must take a moral test every turn. Which for their price seems like a very major flaw for a otherwise good looking Freternus militia analogy.
