Aside from my standard issue colour correction, shadowing and lighting effects it is a new Photoshop CS6 Oil Paint filter. By far probably the only filter that makes a pic look like a drawing without extensive use of any masks or extra layers. Two clicks, some adjusting and there you have it.

I'd like to make sure there is no misunderstanding: this is not a drawing, but a 3D pose post-processed and edited to look like a drawing.
